Do you mean: 'Can the same partition be shared simultaneously over USB and network?

No. An USB disk is 'just a bag full of sectors', which filesystem(s) only exists in the perception of the controlling OS, while a network share is a collection of files.
To be able to double-share, the OS of the NAS should be able to negotiate with the OS of the TV about caching, changes in filesystem, etc. The USB harddisk interface just doesn't have a protocol for that.
