speed strange problem!!!

I have been struggling to find a resolution to the following problem:

I have a D-Link Gigabit switch and I am trying to transfer files from my laptop (directly connected to switch) to my external hard drive (also connected to switch):
The problem is that I get very slow speed for a transfer of a single file. It seems that the network utilization goes to 25%(normal) for just a few seconds and then it drops to 2-3%. Please see attached image and propose what I should check.

NB i'm 100% sure it s the iomega because i tried with another externa HDD connected to the switch and the speed is 25% of 1Gbit constant, so around 25Mb/s! so fore sure it's the iomega itseld

It is because the iomega has the cheapest hard disks inside

what arisp is saying might be possible coz I am having issues with a new ix2-200. HDD are getting idle every 5-7 mins and making some noise if not accessed.
